Can we able to customize Operation Item popup on Manage work order page

Summary:

I have a requirement to restrict the user if new item is added with default quantity as 1 in "Edit Operation Item" under Manage Work Order page and below is the screenshot for reference.

Is there any possibility to achieve this functionality of restriction by giving warning message before submitting.
