22C normal person search returned no result; Advanced Search does

Our TEST and DEV environments have been upgraded to 22C, in all the env, under “My Client Groups > Employment Info” or “Person Details”, search any active person, before 22C, Fusion returned the person record correctly; after 22C, it returned “No suggestions for display”.

When used "Advanced Search", it returned the active persons correctly.

It will seriously impact our business if the same issue happened after our production env upgraded to 22C. We logged SR 3-30884611891, tried to run processes and setup profile options per Oracle's instruction, the issue is still there.

Seeking your help - did anyone meet the same issue and how did you solve it?
