Default Overcompletion Tolerance Percentage is not triggering

Hello Experts,

I have a scenario where I created a Work Order for 10 quantity and Associated 10 Serial numbers to it (Item has Predefined serial number control)

But then, I reduced the quantity to 5. Still in the Work Order, I could see 10 serial Numbers associated.

I have setup plant parameter value for Default Overcompletion Tolerance Percentage as "1%"

However, when I release the work order and execute from Review dispatch list, I can perform material transaction for all 10 quantity and then perform Operation transaction for all 10 Serial numbers without any error.
