How do I allow module administrators to view shared information and other restricted information?

Hello! I need to implement the module with several administrators, who do not want to see the courses or content or students of the rest of the administrators. For this we create a data role that restricts the information by department and what each administrator creates is seen by himself or another admin who shares a department. The question we have is how do we make classrooms, instructors and external providers visible to everyone?
