Description (Required): We are looking for a possibility or a way, where we wanted to create the jobs only for billing purpose and we do not want these jobs to assign to employees

Use Case and Business Need (Required): We have a scenario where need to create HCM Jobs in which we will never assign to any employee. We are creating them for billing purposes only. Is there any impact in creating HCM Jobs for this use only. Can we prevent these jobs from being assigned to employee.
