OTBI report agent is not sending emails to multiple employees

Summary: Created an OTBI report to pull Work Email of the employees and send a pre-set communication. It works when tested for one/two employees, but it does not send the email when rolled out for all employees. The agent is running successfully with no errors or warnings but no email is sent. Checked the Delivery Options from My account but found no issues with that. Any help would be appreciated.
