Access removed from our users to create new PRs

Hi,

Currently we removed access from our users to create new PRs for two month,we removed the following

rules (Employee&Advanced procurement requester) from all users but now some users need to view at least the PR they’ve raised, so we will come to know where it is pending,is there any options for this,Kindly advise?
