Can I restrict the notification sent by Process Item Structure Changes to Work Definitions process based on organization access

Is it possible to send Process Item Structure Changes to Work Definitions notification only to the people who have access to the inventory orgs where the item structure changes are implemented. Other users even if they have manufacturing engineer roles should not receive the notification.
