Allow resequencing usage limited by OSP operation type on Work Order

Summary:

Operation resequencing functionnality limited due to OSP operation.

Content (required):

On a Work Order having OSP operations. All operation following OSP ones cannot be resequesencing till OSP operation completion.

Customer got on regular basis operations following OSP but not depending OSP one's. Based and ressource availabilty some operations could be completed in advance but not visible in dispatch list. Is there a way to not have OSP operation as a limiter and allow resequensing usage to all operations.
