Assign Line Manager Role to User Without Direct Reports

In our organization, we have new promoted managers as line manager and we want to have them automatically get the line manager role so they can get access to Hiring Area to hire direct reports for them, however, since they don't have direct reports (Manager without reports) they are not automatically getting Line Manager role.

Is it possible to autoprovision Line Manager role if they don't have direct reports? etc
