Roles for Transaction management includes BPM admin

Summary:

We are creating a role for Recruiting Transaction Management following the instructions from How to Configure Access to Requisition or Offer Approval Transactions Only in the Transaction Console (Doc ID 2709486.1). It seams this also gives the user the BPM admin role (BPM Workflow System Admin Role). 

This looks to be inherited from something on the Data role as it is not on the job role. I also see this on other seeded roles that have transaction console access.  

We want to remove this as this gives them access to change the BPM. Does anyone have any insight with this? Any concerns with removing the BPM admin role without affecting the ability to manage transactions?
