Bulk delete Learning assignments which are assigned wrongly

Summary:

For a new hire there are set of courses which will get auto assigned based on learning initiative using analysis report

Now Learning specialist have submitted the Learning initiative manually, so each course got assigned to employees twice based on analysis report and the status is no offering selected.

For example, new hire date is on 27th Oct - course got assigned (which is correct)

On 30th Oct learning initiative, learning specialist have submitted the Learning initiative manually, so each course got assigned to employees twice based on analysis report

is there any way to remove or delete these learning records using HDL, will oracle help with any script to delete these learning records assigned on 30th oct
