Is Change Manager available for employees? Can we access this using ESS in Oracle cloud

We want employees to request for Change Manager? Is it feasible?

With Employee role, It's not possible for employees to request for Change Manager. I added privileges'-PER_CHANGE_WORKER_MANAGER_PRIV but still the function is not visible.
