Reports - Page options available to the user environment?

Hello,

I have been asked to find a way to make available the page options of the analytics to the Reports tab. To be more specific, we need the gear icon from the analytics environment

to be visible in the normal environment:

Is this requirement even possible? I have been searching about it, I have tried using the sandbox, but with no results.
