If using the delivered eeo-1 report, are there any workarounds to provide a custom list of ethnicity values?

We were considering use of a flexfield and then autocomplete to default the delivered ethnicity based on a mapping - but after reviewing the ethnicity business object this does not seem feasible.

The Per_Ethnicity Lookup can't be modified.

Has anyone come across a similar requirement/solution?
