Return for Credit and Return Material/ Give Credit to Billing at same time

Is there a way, on a single RMA, to have two lines go to Billing at the same time. One is Return for Credit and the other is Return Material and Credit?

The RMA has two lines. First line is for credit only. The item on this first line is not Stocked. The second line is to return the material and give credit. The item on this second line is Stocked. Currently, line one immediately goes to Billing and line two goes to Awaiting Receiving. The receipt for line two typically occurs several days later. We would like both lines to go to Awaiting Billing at the same time (after receipt of line two). Is there a way to accomplish this?
