Trigger Account Creation email for Contingent Workers on Home Email Address

Hi Team,
Our client currently hires contingent workers with only home / personal email addresses. They are assigned Learnings on Day 1. However, the account creation email is not getting triggered on their home email address. This works only if work email address is populated for Contingent Workers.
Has anyone faced a similar issue and if there is any workaround/solution available to send user account confirmation email to Contingent Worker's Home Email Address?
