Does it matter the orders in which the rows and columns are flattened for the Organization tree?

Summary:

Curious if the order flattening the columns and rows matter when running the processes for the organization tree? Or if instead the only thing that matters is that both the column and row flattening has occurred, regardless of order?

If it does matter, then why?
