Need VIEW ONLY ACCESS for "Transaction Summary" under Transaction Console

Hello team,

Need to have only VIEW ONLY ACCESS for "Transaction Summary" under Transaction Console for custom HR role. I am trying to find out any privilege/role to be removed so that it can be achieved.

HR user should not perform any ACTION for the transactions seen in the "Transaction Summary".

Please advise.

HR user should not perform any ACTION-Terminate Process, Withdraw, Reassign etc. for the transactions seen in the "Transaction Summary".
