Beginner- Strategic Workforce Planning: Create additional horizontal tabs

Hello,

We'd like to create additional horizontal tabs under Strategic Workforce Planning > Demand

When i navigate to create a card/tab under navigation flows, i do not see where or how i can create a tab. Almost everything seems to be greyed out. see screenshot below.

Please advise on how tabs can be created. I'm a super user on this application.
