Why is the Additional Assignment Info section still editable even when approval is in progress?

Summary:

Created a simple approval rule for Additional Assignment Info and the expectation is, when a transaction is submitted and flows through an approval, that entry should not be available for updating. Apparently, this is not the case. Is this intended?
