Locked out from Cloud account after enabling 2FA

Can no longer log in on root account / default tenancy after 2FA was enabled.

Content (required):

After creating a 2FA setup ("mobile app") for my root user and then enabling it in the default tenancy sign-on procedure according to Oracle's documentation, I can no longer log in on the root account - I'm only presented with the error "Sign-on policy denies access", without being asked to enter a 2FA token.

I tried solving the problem by resetting my password, but it has no effect on the 2FA/MFA problem.
