RBS in Project Allocation Rule not displaying resource list

Summary:

I have created a Reporting Resource Breakdown Structure for allocations and frozen it, submitted the process to update RBS elements, attached the new allocation RBS to my project and made it the primary reporting RBS and submitted the process to update project performance. I have created a new allocation rule for the project, am able to select the allocation RBS and version but the resource LOV is empty - what could I be missing?
