Is it a requirement to enable PDSC to issue out of Common Inventory (zero need for Project Specific Inventory) out to a Project for cost collection?

I have the documentation, so I am aware of how to do it, I just want to know if it is required in order to meet the singular requirement of issuing from common inventory to a project.
