Rollover to target absence plan is not working, can someone help me?

Summary:

At the end of the yearly period, the absence balance needs to rollover to another absence plan in order to store and track the remaining absence balance for this customer by there legal standards.

In Oracle there is the option rollover to target plan. It looks like the legal requirement could be possible, but I cannot make it work. See provided screenshots. Can someone help me? Oracle won't help me with this in a SR.
