Rule- every employee has to fill work mobile phone type in Contact info

We use Self-service A new employee fill several sections like personal details contact information, etc
in me Contact info
I would like that every employee will have to fill work mobile phone
That means that if the employee wants to add a phone that his type is not a work mobile phone, and the employee doesn't have a record of a work mobile phone
the system won't let him continue
