EDMCS Security Limitations by Nodes

Summary:

Is there a way to implement security at a Node level?

Content (required):

For example, client would like to limit ability to change anything by specific user at lower level section in the hierarchy? Instead at the Entity level, they would like different users to only be allowed to change a specific Organization level, or a Department level.

I can seem to find anything in the documentation which addresses this, unless I have completely missed it.
