Access Talent Management Base Cloud Services - Resources to add and maintain skills

Summary:

We are not able to enter qualifications for resources, which will then be used from Projects resource management.

We need to maintain qualifications and certifications of the resource.

We don't see Talent Management Base Cloud Services - Resources to add and maintain skills and qualifications, areas of expertise in setup or navigation.

Please advise how to access this and which roles required.
