Securing Projects in OTL

Hi, we are discussing options for restricting which project numbers are available for an employee to select in an OTL timecard. If I recall one option to determine selectable projects is controlled via adding each allowable employee as a resource (key member) on a project, however the business is concerned that this is too manually intensive. Are there other options (eg. customizing the project value set in OTL)?
