Loading Project Units & Enabling as Project Owning Orgs

Hi, we will be creating a large number of Project Units, which will then need to be enabled as Project/Task Owning Orgs. Is the only option for mass importing Project Project Units to use the Export/Import feature?

Also, what options do we have for then mass-enabling these Project Units as Project/Task Owning Orgs?
