Custom Role not returning employees in Person Management Page

Summary:

A custom role is created to limit the Employment functions. Person Data (security) is limited through AOR.

RUI page (ex: Change Management, Indiv Comp) search returns the required employees and stops all other employees as expected.

Person Management page does not return any employee - Any thoughts what's missing?
