Anyone else experiencing WS-Security security header errors on transactions?

Anyone else experiencing WS-Security security header errors on transactions? If so, how did you resolve? Not getting any traction on my SR.

We're experiencing multiple instances on this error on Promotion transactions. It seems to be listed as an R13 known issue, but the solution of "A configuration issue Request Oracle support to apply alternative solution" is not helpful.
