BI Reporting function that creates link to attachments

Description (Required):

It is required a function that creates a link to a content server document without any required login from the user. The fact that the user receives the link (by mail or other channel) allows her/him to get the content from content server.

Use Case and Business Need (Required):

Our customer asks a functionality that present the entire information regarding a ORC candidate applied to a specific requisition. The recruiter wants to click on a function that prepares a PDF with all the information for this applicant, also the customer wants to print at the end of this PDF all the attachments that are submitted inside the submission, so for example the cover letter, the resume etc... The functionality can be achieved with a BIP report, but the attachments are not possible to be embedded in the report, here we can create a workaround like embed in the report
