Two active required assignments on learner's plan

I am looking for some insight into if a learner can have one course assigned 2 different times and neither are yet to be completed.

For example, I found a learner was assigned the same course twice (both required assignments). From my impression, I thought it was possible to have two active assignments on a learner's plan for the same course.
