How Can a New Manager of a New Team recruit to vacant positions?

A manager who has a vacant (as yet assigned) position, cannot begin an ORC requisition, because they do not have "My Teams"

Hello all, this may be daft but we have an issue that we cannot yet see a solution to.

We have just gone live with Oracle Recruiting Cloud (ORC) in Fusion which we implemented mid 2021. The scenario we have come up against is this;

A new team is set up with new positions. The parent Positions of these new unassigned positions is a Position assigned to the new manager of the team.

The manager's first task is to begin to recruit, using ORC. However, because they currently have no active reports, the role of Line Manager and Hiring manager is not being allocated by the auto allocation rules;
