Learner can't enroll a course / how to publish a course

I made a course, offering with activities. I assign learners to the offering.

I think I'm missing something

  1. the learner can't enroll in the course. I followed the steps in https://support.oracle.com/cloud/faces/DocumentDisplay?_afrLoop=366124062523934&_afrWindowMode=0&id=2683662.1&_adf.ctrl-state=159u2odfkg_4 and it didn't help. By the way in preview, I see the enroll button. I define the Initial Learning Record Status to active in all the levels ( general, course and offering )
  2. Even the learning specials can't enroll in a course
  3. Please look at print screens #2 and 3 there is an offering that happen now. How can I as a learner say that I participate in this course?
