What are the privilege(s) of standard Employee role for timecard to be Approved?

Privilege(s) of standard Employee role - for timecards to be successfully Approved

Hi,
We created a custom role based on the standard Employee role.
After employee submits his timecard, this is stuck in Submitted status. Normally, it should get Approved, as we have an AutoApproval workflow setup.
Any idea why? Is there certain priviledge(s) that make sure timecard will successfully get through the workflow and get Approved?
