Documents not visible to manager for future dated hire

Summary:

The first task we have in our onboarding journey is a document task type. When the employee is hired with a future date, the journey gets assigned to the manager. When the manager accesses the journey they are unable to see the documents that are attached to the task. In the case of an employee who is hired with a current date, the manager can see the documents.

HR Specialists can see the documents for both the future hire and the current hire.

Is this something that can be solved through configuration?
