I have free tier but the initially selected region does not work for me anymore and I would like to select a different region. I know that the initially selected home region is not changable and read posts/documentation about it. It is also not possible to use other regions in free account.

My question is whether these solutions will work:

  1. Delete tenancy. Create a new tenancy by selecting a different home region.
  2. Delete account (along with tenancy and all other resources). Register a new account with the same email and credit card. Select a new desired home region. In particular, will Oracle prohibit recreating accounts with the same (previously deleted) email and credit card? Are there any constraints on re-creating accounts?
