Variable and Fixed Cycle time in work definition

Content (required):

In work definition we have 2 types of time (Variable and Fixed) , variable time is cycle time for each part, but fixed time is apportioned on work order quantity in average costing. But how is this fixed time handled in Standard costing rollup
