Need to know about 22D patch update "CANDIDATE INSTRUCTIONS IN QUESTIONS"

As given in Oracle Readiness document for 22D Patch Update," As an administrator, you can now add instructions to prescreening questions to provide guidance to external candidates when they answer questions.

You can also provide links to supporting information. Instructions in questions are now available for both internal and external candidates".

What is the exact difference in this feature when compared to previous update.

Because i can find Instructions field in the Previous update also.
