Is there anyway to change the order of the action list of values that appears on a termination?

Summary:

We would like to default a specific action code/value for "What's the way to terminate the employee?"

Currently, we can't use autocomplete to default, but we were hoping there would be another way display "Termination" as the initial action code.

Has anyone had a similar requirement/solution?
