Notify employees to submit an absence certificate

I need to notify the employees (preferably send them a notification) they need to submit an absence certificate after submitting an absence.

For instance, when an employee reports sick we need a document which will not be received until after the employees visit the doctor's office: so the absence could be submitted first, and if the HR needs a certificate for the absence, they should notify the employee on this aspect. Can this be achieved using the absence certificate functionality?
