Can an action be created that will automatically add a line item to a quote in Commerce?

Summary:

We are looking to automatically add a line for a Freight item when certain Freight Terms are selected on a quote.

Content (required):

Has anyone been successful in using BML code or REST APIs to automatically add items to a quote for specific selections of the attributes within the quote? If so, how was this accomplished? We are looking to remove human error from missing this Item when submitting a quote to an order where it would be required by automating this action.
