Summary:

I'm trying to add an assignment record where i'm changing the job title and grade code using HSDL. I'm receiving the following error:

The grade {GRADE_NAME} doesn't belong to the grade ladder {GRADE_LADDER_NAME}.

The grade is in the grade ladder, i'm able to manually add in the UI.
