How to use dynamic skills with Learning outcomes

Summary:

We would like to enable Skill center learning recommendations for employees when they add a skill for development.

Content (required):

We have added Skill center skills as an outcome of the course and when we search for the new skill created in the Learning module the skill is not visible under search. Has any one figured out how to link Oracle Learning with Skill center?
