Best way to handle flow-through shipments when ERP is not able to indicate flow-through warehouse

Content (required):

WMS is supposed to get flow-through/Cross-dock shipments from Cloud ERP (host) system. But ERP cannot create Flow-Through Shipments (e.g. For shipping from A via B to C, ERP can only create A to C.) Now WMS at B (the flow-through point) needs to receive/ship such shipments. My thought is to do a blind receiving then directly putaway to outbound staging area. But I don't find a good way to do outbound shipping without the proper flow-through shipment

Any advice on how to handle flow-through shipments when the shipment is NOT sent to the flow-through warehouse?
