How do I prevent employees from approving their own timecard?

How do we prevent an employee from approving their timecard?

We are new to Oracle and have started to notice employees can approve their own timecard instead of a manager approving it. How do we prevent an employee from approving their timecard? I have included a screenshot of the audit trail showing the employee approved their timecard and the approval workflow which looks like it should be the manager. I don't know what I am missing here to prevent the employee from approving their timecard.
