Sandbox enabling,and Plan1 cube

I read regarding sandboxes, and im having some issues related to it. and im strictly speaking for EPBCS module based application.

1. Sandboxes are only enabled for Plan1 cube type. While in EPBCS since we use different modules, for example, financials it has its own cube called OEP_FS. So we use this OEP_FS cube to do planning, and we write scripts under this cube/ and build forms for OEP_FS. My first issue is that, why sandbox is only enabled for the Plan1 cube, and not OEP_FS (HSP_View dimension is available for Plan1 cube as i saw in the application).
