Subscriptions not triggering if even a single change item is outside of subscription scope

Subscriptions are failing to trigger if even a single item in a request is outside of the scope of a subscription

I'm not sure if this is intended behavior, but in performing regression testing for the Dec update, I found that if even a single item in a request is outside of a defined subscription filter (via expression in our case), all subscriptions fail to trigger. See below for the specific details around what I tested and found:
